COBRA Notices and Enrollment Information

COBRA notices are automatically generated and mailed to your home address. Please wait for this mailing before contacting HR, unless there is an urgent issue.

Important: Federal law requires that your COBRA packet be mailed to your home address. Before termination, please confirm your address is current in CIS.

COBRA Packet & Address Updates

  • Before termination, update your address in CIS: Employee > Change Bio/Demo Info > Change Home/Mailing Address.
  • After termination, email address updates to COBRA@Utah.edu.
  • Please wait for the mailed packet before contacting HR, unless there is an urgent issue.

When Your Packet Will Be Mailed

  • An automated report is generated; no action is required from you.
  • The University has up to 44 days to send your packet.
  • Final payroll deductions must be confirmed and outstanding balances resolved.

Packets are not released before the times mentioned above

Enrollment & Payments

  • COBRA coverage is retroactive, so there is no lapse in coverage once you enroll and submit payment.
  • You have 60 days from the date you are notified to elect COBRA coverage.
  • Your first premium payment is due within 45 days of your election.
  • Your initial payment must include all premiums retroactive to your loss of coverage.
  • Subsequent payments are due on the 1st of each month, with a 30-day grace period.

Additional Information

  • If you have a short waiting period before new employer coverage begins and do not incur medical expenses during the 60-day election period, or your costs are less than the monthly COBRA premium, you may not need to enroll in COBRA.
  • There is currently no federal penalty for not having health insurance, though some states may differ.

How to Enroll

Submit your COBRA Election Agreement by mail:

To reinstate coverage retroactively, include a check payable to the University of Utah. Credit and debit cards are not accepted. Include your name and “COBRA” in the memo section.

After Enrollment

  • You will receive a confirmation email once coverage is reinstated.
  • You may continue using your current ID card unless you are a spouse or dependent enrolling separately, in which case you will be issued a new ID number.
  • Reminder slips are sent as a courtesy; payments are still required to be made on time.

Terminating COBRA

You may terminate COBRA at any time by emailing COBRA@Utah.edu with your requested end date. Termination is irrevocable.
